Responsible for everything about raids, including rosters, loot records, selecting their leadership team, etc. Not responsible for WIR policy.

Raid leaders typically handle invites, strategic decisions, and so forth. Tactical people handle directions inside the instance. Healing coordinators coordinate healing.
